HWMA is in the process of creating a Strategic Plan. This plan will assess the needs of the community, stakeholders, and HWMA member agencies to create a policy document and implementation strategy that guides HWMA programs, facilities and management over the next ten years. Please view the Draft RFP for HWMA Strategic Plan under ‘Documents’ below. HWMA Board will be accepting comments of the Draft RFP at the February HWMA Board Meeting on February 9, 2012.

October
Board Subcommittee members meet with staff to select a facilitator, and design the first Strategic Planning Public Workshop format and agenda.
September
HWMA Board authorizes a Board Subcommittee to work with HWMA staff to set up a strategic planning public workshop. This workshop will ask public to comment on Strategic Plan Needs Assessment design, and consultant qualifications in the Strategic Plan RFP (as detailed in Board motion 7) found under 'Documents' below).
HWMA Board reviews Draft RFP for consultant or consulting team to help prepare HWMA Strategic Plan. Board accepts public comment regarding proposed RFP and suggests increasing public participation surrounding RFP creation.

Strategic Planning Workshop
HWMA invites the public to attend a community workshop in preparation of its strategic planning process. The purpose of this workshop will be to discuss some specifics of the planning process. Covered topics will include stakeholder representation, including a proposed Planning Advisory Committee (PAC) and its role and makeup. The other main topic will be to discuss desired qualifications of a consultant who will help guide the process, assess community needs related to solid waste and materials management and draft related documents.We welcome your comments!

Draft RFP for HWMA Strategic Plan
The Authority is seeking assistance from a consulting firm in the preparation of a Strategic Plan that may contain the following elements: Needs Assessment and Analysis, and Policy and Implementation Plans for facilities, programs and management/staff. The HWMA Strategic Plan should provide the Authority with the framework to guide the development, implementation, and management of new and existing programs and facilities over the next ten years.
